Our main purpose is to take the load off the DB. Both Hangfire and Quartz keep connecting to the DB and check the expiration date of the data, we don't want that. Or you can set a scheduled date to approximately the expiration time of data on Hangfire or Quartz. But it is not certain. These solutions are your choice. You can solve it with IIS or Console Application. Console Application looks more reliable for me :)
